Adhyāya 3 Shloka 42

इन्द्रियाणि पराण्याहुरिन्द्रियेभ्य: परं मन: | मनसस्तु परा बुद्धिर्यो बुद्धे: परतस्तु स: || ४२ ||

indriyāṇi parāṇy āhur indriyebhyaḥ paraṃ manaḥ | manasas tu parā buddhir yo buddheḥ paratas tu saḥ || 42 ||

"The working senses are superior to dull matter; mind is higher than the senses; intelligence is still higher than the mind; and he [the soul] is even higher than the intelligence."

Historical Context

The Direct Meaning

To execute the tactical strike demanded in Verse 41, Arjuna needs to know his own internal chain of command. Krishna reveals the architecture of human existence. The active senses (indriyāṇi) are superior to dull, dead matter (parāṇy āhur). Superior to the senses is the mind (indriyebhyaḥ paraṃ manaḥ). Superior to the mind is the intelligence/intellect (manasas tu parā buddhir). And finally, that which is vastly superior even to the intellect, is 'He'—the true Self or Soul (yo buddheḥ paratas tu saḥ).
