Krishna brings the entire argument of sense-control (started in Verse 58) to its definitive, logical conclusion. He begins with 'tasmāt' (therefore/as a result of all that has been said). He addresses Arjuna again as 'Mahā-bāho' (mighty-armed), reminding him of his power. He states that the person whose senses are firmly and completely restrained (nigṛhītāni sarvaśaḥ) from the objects of the senses (indriyārthebhyaḥ) is the one whose wisdom is perfectly established (tasya prajñā pratiṣṭhitā).
