द्वाविमौ पुरुषौ लोके क्षरश्चाक्षर एव च | क्षरः सर्वाणि भूतानि कूटस्थोऽक्षर उच्यते || १६ ||

dvāv imau puruṣau loke kṣaraś cākṣara eva ca | kṣaraḥ sarvāṇi bhūtāni kūṭa-stho 'kṣara ucyate || 16 ||

"There are two classes of beings, the fallible and the infallible. In the material world every living entity is fallible, and in the spiritual world every living entity is called infallible."

The Direct Meaning

Krishna categorizes all living entities into two distinct classes (dvāv imau puruṣau): the fallible (kṣaraś) and the infallible (akṣara). He explains that every single living being struggling within the material universe is 'kṣara'—prone to falling into illusion and bound by the changing material body. Conversely, those liberated entities situated in the eternal, spiritual realm are 'akṣara' (infallible or unchanging), as they never fall into the trap of material nature.
