He is worried that while they are busy fighting their own individual duels, the Pandavas (specifically Shikhandi, whom Bhishma would not fight) might find an opening to attack the Grandfather. He realizes that if Bhishma falls, the war is lost. His command is a tactical maneuver to prioritize the protection of the Commander-in-Chief above all else.
